The framework is voluntary and the extent of its implementation will depend on different legal systems, although regional forest agreements refer to the use of the Montreal C&I to report on progress under each agreement.  The first phase of the FRG was the development of a scoping agreement between the competent Land Government and the Federal Government, which recorded the parameters of the assessment process, including the geographical scope and potential range of management issues to be considered. A comprehensive regional assessment (CRA) was then carried out under the direction of the competent Land government.
